Acts like these take so long to <i>enact</i> that it first DOES need to come down to a personal responsibility level. Corporate responsibility is still circling the drain. Run of river projects are still flying up before real policy starts to affect them. My tone is dreary, but I think it's a good move. Cheers to watershed health!
