		<description>I was reading about this the I was reading about this the other day, and it carries with it at least some hope. Acts like these take so long to &lt;i&gt;enact&lt;/i&gt; that it first DOES need to come down to a personal responsibility level. 

Corporate responsibility is still circling the drain. Run of river projects are still flying up before real policy starts to affect them. 

My tone is dreary, but I think it&#039;s a good move. Cheers to watershed health! </description>
